Overview
EN 1090 advisory begins with a check of the scope. Not every welded or metallic component automatically falls under EN 1090-1. For load-bearing construction products that are covered, ADLER CertConsulting supports work on the execution class, factory production control, ISO 3834 requirements and technical documentation. The independent notified body assesses and certifies the factory production control where the prescribed assessment procedure requires this. Responsibility for the declaration of performance and CE marking remains with the manufacturer.
Scope
EN 1090-1 describes the conformity assessment procedure for load-bearing steel and aluminium components and kits placed on the market as construction products. Whether it applies depends on the product and its intended use. According to the guidance of the EU Commission, the product must fall within the scope of the harmonised EN 1090-1, be permanently incorporated into construction works, have a load-bearing function and must not be covered by a more specific European product specification.
Factory production control
For products that are covered, the manufacturer sets up a factory production control. This covers the continuous control and documentation of production so that the declared performance is achieved reliably. It can include responsibilities, incoming goods, production planning, personnel and procedure qualifications, testing, marking, traceability, the handling of non-conforming products and records.
Execution and welding
EN 1090-2:2024-09 contains the current German technical rules for the execution of steel structures. For aluminium structures, EN 1090-3:2019-07 is relevant. The execution class set for a specific project influences the extent of the execution and quality requirements. It must not be chosen for marketing or certification reasons alone.
For welded components there is a close link to the ISO 3834 series. The quality level required, the tasks of the welding coordination, welding procedure specifications, procedure and personnel qualifications are determined on the basis of the execution class and the applicable requirements.
Legal framework
Since 8 January 2026 the new Construction Products Regulation (EU) 2024/3110 applies in principle. It contains extensive transitional arrangements; harmonised standards from the previous system remain partly in force. The legal framework, the harmonised version and the specific obligations therefore have to be checked for each product and kept current.

No. What matters is the scope, the intended use, permanent incorporation, a load-bearing function and any more specific product specifications. This has to be checked for the particular product.

Who determines the execution class?
The execution class follows from the design and execution requirements that apply to the construction works and the product. It should be determined or confirmed for each project by the bodies responsible for this.
Who issues the factory production control certificate?
Where the prescribed assessment procedure requires certification of factory production control, this is carried out by an independent body notified for the purpose. ADLER CertConsulting prepares the manufacturer for this but does not issue the certificate.
