Between planning, structural works, fit-out, commissioning and closeout, the HSEE requirement changes. For each phase, ADLER determines the tasks, roles, presence, decision routes and reports. Adjustments are made on the basis of traceable criteria, not to a published standard ratio.
Capture and interface picture
At the start, the project model, schedule, trades, contractor chains, working hours, particular risks and existing systems are captured. From this, a picture of services and interfaces emerges. It describes which functions are needed, which tasks lie with other participants and how reports, sign-offs and escalations run.
HSEE across the project phases
During mobilisation, project standards, onboarding, the first risk registers, communication routes and emergency fundamentals are to the fore. In construction and installation, site presence, coordination, walkdowns and action tracking gain in weight. Fit-out and commissioning often bring more simultaneous work, electrical or mechanical energies and stricter access and sign-off processes. At closeout, open actions, records and lessons learned are handed over in an orderly way.
Adjusting the scope of services
The scope of services is reviewed at phase changes, significant schedule changes, additional shifts or a changed risk situation. Adjustments are agreed with the client and documented.
HSEE structures that move with the project
A rigid HSEE model rarely fits across the entire duration. In early phases, planning and mobilisation are at the centre. Later, the density of trades, particular risks, sign-offs and operational coordination increase.

Is the HSEE staffing set purely by headcount?
No. In addition, the activities, density of trades, shift operation, spatial distribution, project phase, emergency requirements and existing HSEE resources all count.
Can ADLER join a project already under way?
Yes. To do so, the current organisation, open risks, existing processes, actions and reporting lines are captured and a realistic transition is agreed.
