Overview
Effective HSEE reporting combines forward-looking and lagging indicators. Observations, action closure, RAMS quality, leadership activities or training status can give early signals. Events, downtime or severity of harm complement the retrospective view. The indicators are defined project-specifically and interpreted together.
Leading indicators
Leading indicators can reflect, for example, the quality and timeliness of actions, active participation, planned inspections, reviewed work methods or the maturity of critical processes. Pure volume figures are not enough: many observations can point to engagement, but also to increased exposure or inconsistent recording.
Lagging indicators
Lagging indicators capture events that have occurred. Meaningfulness only arises through clear definitions, reference bases, data quality and context. Small populations and short periods can distort rates strongly. Indicators therefore do not replace a technical assessment.
