Project management, site management and supervision
HSEE project management steers objectives, organisation, reports and escalations. Site management translates these requirements into day-to-day site work; supervision accompanies activities, identifies deviations and triggers agreed actions. ADLER can provide individual roles or combine several functions into a coordinated scope of services.
Roles defined by tasks
Roles are defined by tasks, not by titles. Project management coordinates HSEE requirements, resources, interfaces and management reporting. Site management leads the operational coordination on site, organises meetings and connects project management, trades and HSEE functions. HSEE supervisors accompany work areas, check agreed protective measures and document findings.
Responsibility and escalation
Acute hazards are dealt with according to the agreed reporting and escalation rules. Employers and contractors remain responsible for the safe organisation and execution of their work. A SiGeKo (the German construction health-and-safety coordinator role) or occupational safety specialist (Fachkraft für Arbeitssicherheit, FaSi) function is only named where the appointment, qualification and scope of services are in place.

What distinguishes site management from supervision?
Site management coordinates and steers the agreed HSEE processes on the construction site. Supervision accompanies defined work areas or activities, documents findings and supports the implementation of agreed actions.
Is every HSE site manager automatically a SiGeKo or occupational safety specialist?
No. HSE role titles are not the same as functions defined in law. SiGeKo and FaSi (Fachkraft für Arbeitssicherheit) tasks each require suitable qualification, formal appointment and an appropriate scope of services.
