Emergency organisation for changing site conditions
Construction sites change. Access, escape routes, the workforce and particular activities shift with the construction phases. Emergency documentation has to keep up with these changes.
ADLER supports alarm, evacuation, rescue and first aid. Roles and interfaces are defined, exercises are reviewed and the necessary improvements are followed up.
Planning, alarm and rescue
Planning starts with possible events and the areas affected. From these, alarm routes, responsibilities, communication means, assembly points, rescue equipment and handovers to the fire brigade or emergency services are derived. Particular activities such as work in confined spaces, at height or on electrical installations may need their own rescue plans and suitable resources.
First aid and works first-aider service
First-aid organisation and the works first-aider service are planned on the basis of the applicable requirements and the risk assessment. On construction sites, § 27 of DGUV Regulation 1 (DGUV Vorschrift 1; DGUV being the German Social Accident Insurance institutions and their regulations) requires at least one works first-aider (Betriebssanitäter) where more than 100 insured persons are present; the specific organisation and allocation must be assessed for each project.

Digital presence information or alarm systems can help. They do not replace redundant procedures, exercises or clear local organisation. System availability and data quality are not assumed as a matter of course.

Frequently asked questions
When is a works first-aider required on a construction site?
Under § 27 of DGUV Regulation 1, at least one works first-aider is required where more than 100 insured persons are present on a construction site. Even below this threshold, the risk assessment may make additional measures necessary.
Is a digital attendance list enough for evacuation?
No. It can help, but it must be combined with alarm, assembly-point organisation, responsibilities, exercises and suitable fallback procedures.
