HSEE leadership, governance and project organisation

ADLER structures HSEE (Health, Safety, Environment, Energy) roles, responsibilities, reporting lines, decision routes and management reviews for complex projects.

Clear HSEE leadership for complex project structures

When several companies and reporting lines come together, general descriptions of responsibility are not enough. Decisions, escalations and handovers have to be organised for day-to-day project work.

ADLER develops project-specific HSEE governance with an organisation chart, roles, interfaces and management reviews. The structure shows which tasks ADLER takes on and which duties remain with the client, employers and the contractors carrying out the work.

Organisation chart and responsibility matrix

Governance starts with the project and contract model. Who commissions which services? Which HSEE functions already exist? Who assesses matters, who decides and who receives which information? ADLER makes these relationships visible in organisation charts, role descriptions and a responsibility and interface matrix.

Reporting lines and management reviews

Meeting, reporting and escalation routes are defined for day-to-day project work. Management reviews look not only at accident figures, but also at open risks, overdue actions, particular activities, resources, audit findings and changes in the project. Decisions and work orders are documented with owners and dates.

Visible leadership, clear contact routes

Senior management and project management stay visibly involved. This gives the operational HSEE organisation clear contact and decision routes, without replacing the contractors’ own responsibility.

Frequently asked questions

Does ADLER take on overall responsibility through governance?

No. Governance arranges tasks, communication and decision routes. A legal transfer of responsibility only arises where it is permissible, clearly agreed and effectively implemented in the organisation.

What belongs in an HSEE management review?

Typical content includes the risk situation, leading and lagging indicators, particular activities, audits, incidents, action status, resources, changes and the management decisions required.
